BTOOOM!
If you think Angry Birds was the only game where green pigs get blasted, then you should forgive yourself for being unaware about Butasan, a forgotten game that was conceived in 1987 as Jaleco's answer to Bomberman.
Butasan is a game about pigs blasting each other with bombs. In the game, the player's pig has to blast opponent pigs of various colors, including green pigs and light green pigs.
For those who do not get the title of this comic, the title of the comic and the explosion in the last panel are references to the manga and anime "Btooom!!!!!"
Butasan was also released internationally as Psycho Pigs UXB, yet nobody outside Japan played the original arcade version until it was released in 2015 through Arcade Archives under its original name. The sequel, Tatakae Butasan, or Psycho Pigs was released on the 3DS in 2015.
In addition, the pig from Butasan made cameos in several Game Tengoku games, Bases Loaded 2016 and other lesser known Jaleco titles. Other than that, Butasan would be considered as one of those underrated games that were overlooked.

Ultimate Betrayal
With the Game Freak-developed Tembo being not only on non-Nintendo platforms, but will not be on any Nintendo platforms at all, Nintendo owning more than 50% of Game Freak's shares means nothing. And it does not help when Pokemon creator Satoshi Tajiri was the executive producer of Tembo. No wonder the late Takeshi Shudo and subsequent directors of the Pokemon anime after him made sure that Ash Ketchum never wins the Pokemon League, especially when Ash was called Satoshi. It's like the directors of the Pokemon anime disliked Pokemon creator Satoshi Tajiri, or any character based on him, and for good reasons.
Maybe most of us have never played Pulseman, another Game Freak-developed game which was published by Sega just like Tembo. However, most of Game Freak's non-Pokemon games never left Japan, meaning that we were unaware that Game Freak made games that were on non-Nintendo platforms during the Console Wars of the 1990s, which could jeopardize any relations between Nintendo and Game Freak should this truth ever be made known to the general public. This could also explain the absence of Pulseman in the Sega Superstars series, especially when Game Freak developed Pulseman for the Sega Genesis/Mega Drive.
Game Freak was also said to be the reason Pokemon had been a licensing nightmare for the Super Smash Bros production crew, and Masahiro Sakurai claimed that acquiring the license to include Pokemon characters in the Super Smash Bros games was harder than that of third-party characters, including the theoretically impossible ones.
Finally, Game Freak was the reason there was no Pokemon-themed attraction in Nintendo Land, which can also explain the lack of actual Pokemon cameos in many of Nintendo's games. It seems like acquiring a license from Game Freak is actually far harder than acquiring a license from a third-party game studio, especially for character cameos and crossovers. So much for Pokemon being published by Nintendo...

Perplexed by Cybersecurity
Given that Cy-Bugs are computer viruses in the Disney movie Wreck-It Ralph, it would make sense for a firing squad to show up for Sergeant Calhoun's wedding with Fix-It Felix Jr. to open fire on any intruder, given the terrible fate of Dr. Brad Scott, which Mayor Gene was unaware of.
Also, given that cyber-security threats are now greater than when Wreck-It Ralph came out, Ralph Breaks The Internet: Wreck-It Ralph 2 may just have a possibility of dealing with a far bigger cyber-security threat than the Cy-Bugs. So much for being a grumpy mayor who dislikes video game villains, only to turn a blind eye towards not only the Out Of Order sign, but also cyber-security threats such as the Cy-Bugs, Gene.

Shared Anniversary
Author's Note: This was supposed to be my tribute to the 30th Anniversary of the Famicom and SG-1000, but multiple delays mean it will have to be my tribute to the 35th Anniversary of the Famicom and SG-1000 instead.
Was it a coincidence that Sega launched the SG-1000 on the same day Nintendo launched the Famicom? Because these two video game consoles both came out in Japan on the 15th of July, 1983, like Konata just said in the last panel.
These two consoles, however took different paths. The Famicom ended up being more successful than the SG-1000, resulting in the SG-1000 being discontinued when the Master System came out in Japan, while the Famicom continued being in production until 2003, 2 years after Sega went third-party after they discontinued production of the Dreamcast.
Anyway, like Konata said in the second panel of this comic, Happy 35th Anniversary, Famicom and SG-1000.

Cause and Consequence
You are not alone, Mayor Gene. Many video game players, especially myself, dislike video game villains just like you do. However, it would be terrible to be put out of order, especially if mistreating video game villains made then leave in the first place, resulting in the game being put out of order.
To make matters worse, when your game is out of order, and no solution can be found, you either become homeless and at the mercy of permanent death, or you get sucked into a black hole and perish with the unplugged game. Both are terrible fates you would not want to have at all.

Soccer War
There was an actual Soccer War conflict. It was a war fought between Honduras and El Salvador, which was said to have been caused by El Salvador severing diplomatic relations with Honduras as a result of unsportsmanlike behaviour from the fans during the World Cup qualification play-offs between Honduras and El Salvador. However, it was more likely due to illegal immigration by the Salvadoreans into Honduras that got the ball rolling.
Also, this comic strip and its title is a reference to the Soccer Mode Event in World of Tanks. In Soccer Mode, the objective for the tanks is to blast the ball into the opposing side's goal. Like in real soccer, the side that has the highest score when time runs out wins. But if time runs out and the match ended in a draw, extra time will be added.

Daisy's Silk Bikini
This is what the bikini worn by Tatra looks like:
Also, nobody knows of any swimwear, especially bikinis that are made of silk or linen to begin with in real life. Maybe the outfit worn by Arabian Moon from Irem's Superior Soldiers/Perfect Soldiers may have something to do with it, given how skimpy it is.
